So, how did all this art and music wind up in Library Park?

The narrative version
Somebody responsible for Ideat Village got the idea that the Brass City needed a little shaking up. Why should New Haven have all the fun? Besides, why can't bands from Waterbury get a show in their own city? And why should music fans here have to travel to hear live music? He told a bunch of fellow Waterbury residents his idea. They told a bunch of official types. Amazingly, nobody tried to stop them. Encouraged, they agreed to scrape something together. A call for musicians went out. Soon, there were nearly 20 bands, almost without trying. They found some artists, too. Who knew there was this much happening around here?
